The Homa Bay County Public Service Board is mandated to oversee recruitment, appointments, promotions and discipline of county public servants with fairness and professionalism.
About the Board
The Homa Bay County Public Service Board was established under Section 57 of the County Governments Act, 2012. The Board is responsible for establishing and abolishing offices in the county public service, appointing persons to hold or act in those offices and confirming appointments, and exercising disciplinary control over persons holding or acting in those offices.
The Board operates independently to ensure merit-based recruitment, transparent promotion processes and professional management of the county workforce, upholding the values and principles of public service as enshrined in the Constitution of Kenya 2010.
Mandate & Functions
Recruitment & Appointments
Oversee all recruitment, selection and appointment of persons to positions in the county public service.
Promotions & Confirmations
Confirm appointments and process promotions based on merit, performance and qualification criteria.
Discipline & Appeals
Exercise disciplinary control over county public servants and hear appeals from disciplinary decisions.
Training & Development
Advise on human resource development and oversee training programmes for county staff capacity building.
Terms & Conditions
Review and recommend terms and conditions of service, remuneration and other benefits for county staff.
Performance Management
Evaluate the performance of public officers and ensure alignment with county government strategic objectives.
