From its deep-rooted cultural heritage to its modern role as a devolved government, Homa Bay County carries a rich legacy of resilience, community, and progress.

Our Story

A County Rich in Heritage

Homa Bay County derives its name from the Dholuo phrase "Homa Abaye", loosely translated as "going home." The county sits majestically on the southeastern shores of Lake Victoria and is the ancestral homeland of the Luo and Abasuba communities.

The region has played a pivotal role in Kenya's political, cultural, and economic history — from the precolonial era's traditional chieftainships, through the independence struggle, to the current devolution framework established by the 2010 Constitution of Kenya.

The county was part of the larger Nyanza Province before devolution created the 47 counties. Today, Homa Bay comprises 8 sub-counties, 40 wards, and continues to honour the vision of its founding leaders while forging a path towards modern development.

Key Moments in Our History

Major events that have shaped Homa Bay County from precolonial times to the present.

Pre-1900s

Ancestral Settlement

The Luo community migrates from Sudan along the Nile, settling around Lake Victoria. The Abasuba community establishes roots on the islands of Mfangano and Rusinga. Traditional governance through clan elders and chiefs guides communal life.

1900 – 1963

Colonial Era & the Independence Struggle

British colonial administration establishes South Kavirondo District. Prominent sons of the region, including Tom Mboya, rise to national prominence, championing workers' rights and Kenya's independence movement. The airstrip on Rusinga Island marks colonial-era infrastructure.

1963 – 1992

Post-Independence Development

Under the new Kenyan republic, the region is incorporated into Nyanza Province. Schools, hospitals, and cooperative societies emerge. The fishing industry along Lake Victoria becomes a major economic driver, establishing Homa Bay as a key trade hub.

1992 – 2010

Multiparty Era & Constitutional Reform

The push for democratic reforms sees Homa Bay at the forefront of multiparty politics. Advocacy for a new constitutional order gains momentum, culminating in the promulgation of the Constitution of Kenya, 2010 — which establishes the devolved system of government.

2013

Birth of Homa Bay County

Following the 2013 general elections, Homa Bay is formally established as one of Kenya's 47 counties. The first County Governor is inaugurated, marking the beginning of devolved governance and local decision-making over resources and development.

2022 – Present

A New Chapter of Transformation

Under the current administration, the county embarks on an ambitious transformation agenda — constructing the new County Headquarters, launching flagship projects like the Pamba Mwandu Programme and the Fins-to-Swim Scholarship, and investing heavily in health, education, and infrastructure.
