About the Office

The Office of the County Attorney is the principal legal adviser to the County Government of Homa Bay. The County Attorney is appointed by the Governor with the approval of the County Assembly and serves as the chief legal officer responsible for all legal matters affecting the county government, its departments, agencies and institutions.

The office ensures that the county government operates within the law, upholds constitutional principles, and provides expert legal guidance on governance, procurement, contracts, land, employment and any other matter that may arise in the conduct of county government business.

Legal Services Offered

Legal Advisory

Provide independent, objective and professional legal advice to the Governor, County Executive Committee and all county departments.

Contract Drafting & Review

Draft, review and negotiate all contracts, agreements, MOUs and other legal instruments entered into by the county government.

Litigation & Representation

Represent the county government in all legal proceedings, disputes, arbitrations and tribunals where the county is a party.

Legislative Drafting

Draft county bills, by-laws, regulations and subsidiary legislation for consideration by the County Assembly.

Compliance & Risk

Advise on legal compliance, risk management and constitutional interpretation in all county government activities.

Legal Research

Conduct legal research and provide written opinions on any question of law arising from county government operations.
